Reacquire stale Guard targets

Non-engineer ground objects and human-controlled aircraft on Guard now revalidate an existing target against the guard-range scan. A target that is no longer legal or nearby can be replaced. Computer-controlled aircraft keep their existing Guard target, and engineers continue to skip the scan.
