Keep the radar's view outline inside the radar picture

Changes0.2.0 (in development)

FixedPlanned for 0.2.0

On a map smaller than the screen, the radar’s white outline of the on-screen area used to extend past the radar picture and draw over the sidebar. The outline now stays inside the radar picture and is never larger than it.
