Double-tap a team key to center the view on the team

NewPlanned for 0.2.0

Pressing a Select Team key twice within half a second now centers the view on the team when its first member is off screen. A single press, or a second press after a longer pause, only selects the team, as before. The Center Team commands still center the view in one press.
