Starts a message to every player.

Opens the message editor with a line addressed to everyone. The editor opens only in a game against other machines, and only while no line is being edited. In-game chat says who receives the line.
The command is on Enter unless KEYBOARD.INI binds it to another key or binds Enter to another command.
