Bringing a member into formation covers when a member counts as in formation.
TransportsReturnOnUnload explains where a transport released that way goes, which is normally nowhere.

Caveats
- For the number, a transport is a member whose type can carry passengers. When the team's TaskForce includes an aircraft that carries passengers, only aircraft count as transports, and a ground vehicle that carries passengers counts as an ordinary member.
- On each turn, every member in formation, and every aircraft, that is carrying passengers is ordered to unload. The line holds the team until none of them is carrying anybody.
- Such a member standing or hovering over a structure's cell is not ordered to unload. It still holds the line until something moves it off that cell.
- The number is applied on the first turn that no member in formation and no aircraft is carrying anybody. If none of them is loaded, that is the turn the line is reached.
- A member released by the number leaves the team with its target and destination cleared.
TransportsReturnOnUnload=yeson the TeamType releases every transport whatever the number says, and puts each one on the Move mission. The number still decides what happens to the other members.
